xperia typo dual (error 413) help please...

Hai i just bought an xperia typo dual.. the problem is that ive been trying to download from google play but getting this (download fail error 413)

i have reset to factory.. i have update the version.. i have delete the update.. but still no result to eliminate that 413 error... zzzzz this is frustrating.. please help give guidance or links or anything.. cause im thinking of sending it to the store back(refund)

that's a connectivity issue, make sure your data plan is working, uninstall any taskillers and/or antivirus also go to settings > apps > all > playstore > uninstall updates and clear everything
