Xperia Tipo: Bootloader unlock allowed: NO

Im having this problem since I wanted to upgrade my phone to jellybean with cm10

Can anyone please help me how to make;  Bootloader unlock allowed: YES Slightly_frowning_Face

You can not alter this, it is locked in by the network.

What does mean "by the network"?

Should I talk to my mobile company to ask them to unlock the bootloader for me?

Unfortunately no one can unlock the bootloader for you. Each handset is manufactured for one network or another and the network in question can choose to have the bootloader set as unlockable or not. Once this decision is made it can not be altered sorry.
