Does your APN have a proxy/port? You can see this via Settings > More... > Mobile Network > Access Point Names > Tap your internet profile > Proxy / Port. If yes, try to remove them to see if this can help.
Otherwise, this can have something to do with the roaming agreements from your operator with other operators. I sugges that you contact your network provider to see if they can give you further assistance.
