Are you using Flashtool to upgrade and downgrade and if so have you got USB debugging enabled and unkown sources ticked - Also in Flashtool are you ticking the box to wipe data and cache plus after your 1st boot go into backup and reset and do a Factory data reset - I don't know why if at all this factory reset helps but many say to do it

Ok after you have upgraded via PCC you may need to do a factory reset which will make your phone think it's a fresh install like ICS when you downgraded - A lot of members on here are experiencing issues of a simalar nature, My son only has one issue which is bugging him and thats when he takes photo's close up of an object and the auto flash deems it is needed then any reflective surfaces turns the photo a purple colour turning the flash off fixes it or moving a little furthur away fixes it also

I'm not saying it will work or fix your issue but it more often than not does help and fix issues

Did it fix your issue and there is another firmware .211 that I know of but honestly i've tried both and they are both the same in my opinion if you want to try the .211 firmware using flashtool then
