xperia RAY Battery problem

before charging battery shows 69%, after charging 4h it still shows 69%.........but after restarting my phone battery shows 100%.......i am using ICS 4.04 on my RAY........how can i solve it????similarly um using hour n hour my phone but no change in battery.......after restarting phone, battery its orginal charge shows

same result "no software update available for your phone" ..........why PCC & SUS is unable to download software & repair? i cany understand it
