SWR10 , just like FitBit and some other wearable devices, requires BlueTooth Low Energy (BTLE). The on-Android API for this wasn't well standardized enough for use until Android 4.4. Some phones had BTLE at Android 4.3, but the app support was difficult until the API standardized with 4.4
