2. Some people are saying that using 32GB memory card will slow down the mobile. If so what will be the recommended and optimum size of memory card?

Yes, the faster class SDs like Class 10 are GREAT for Android. Typically, we get Class 2 SDs free with some phones, but for a faster gallery/music load and copy/transfer speed, yes, that's the way to go.
I bought a Class 4 32GB SD a few months ago to test. It's *SO* much better than my stock Class 2 SD. Next I will get a 64GB Class 10SD.

Because the sola don't put app on the SD, it's won't slow up the mobiel. What will get slow are multimetia app when reading the SD 
If you have a 32G card, you might have more file on it, hence, slower indexing.
Class and size, that depends of your uses. It's useless to take a 32G to use only 10g on the card.
One thing -> fat 32 limit file size to 4G.
What about ext4 fs? Think it will be readable and writable for our phones.
