Update not accepted

I received system update (18.3.1.B.1.8) and downloaded it twice. after both of downloads, it says: 'not accepted' or something like that(in persian).
unlocked bootloader and encrypted Xperia M2 Dual.

There's your problem - Unlocked bootloader so you are now deemed to have modified software installed so updates will fail

only way to apply update is to flash rom with flashtool
