Turn Off / Disable The "reject call with a message" feature

Off late I have noticed my phone rejects an incomming call by sending a message without my knowledge (the phone is usually in my pocket). I have tried to delete the template messages, but I could not. Is there a way to turn this feature off ?

Out of interest do you have Answering Machine enabled under Settings - Calls & scroll down to Answering Machine as this is different than your Network Providers Voicemail feature....

What message gets played to the caller.......
