Аfter a long charging, the green LED turns off and does not charge battery, the power light android that is connected to the AC. After reloading phone, the green LED lights up and the Charger on.

So the LED turns off when it's 100%? Have you been able to see if it comes back on again (still having the charger connected) after the phone have dropped to 90% in battery?
