Tethering & portable hotspot missing

[#1]

Hello I'm hoping someone can help me. I am trying to use my phone as a wifi hotspot but when I go into 'settings' then 'wireless and network' I have no option for tething adn portable hotspot.  I have tried downloading the most up to date software and have even tried re-enstalling the phone as it said the software is all up to date.

Any help would be most appreciated,

thanks
