Tactile is dead, need to activate usb debugging

Hey, 

my tactile is dead but the phone still works. I want to use droid at screen (software that could make me use the phone on a computer) until I recieve de new screen and change it but I didn't activated usb debugging. Is there a way to activate it ?

You can buy an USB OTG cable and connect a mouse to your phone.
