Something weird is up with my phone

ok so i wanted to call my mum and my phone keeps saying sorry you've not been given access to this service ... where as i phoned her this morning and it was ok also we both on the same network and it seems that i only have this issue as she can call me and text me but i cant do either and yes i payed my bill as i can call everyone else just fine. I've factory reset my phone to no avail please help me im with the 3 network.

Sounds strange! Do you get the same problem if you try put in another SIM card in your phone?

You can also try to start your phone in safe mode to see if the problem persists:

Apologies to the OP, don't mean to hijack the post, but, @Alexander:

I just tried this (restarting the phone in safe mode), and it worked, BUT!  After I shut down the phone again, and restarted it in normal mode, it has taken all the apps I've installed OUT of the folders I crreated and just put them in several new screens (which I took time to get rid of by organising apps in folders), it's also got rid of some of my widgets on my home screens, removed my wallpapers, and probably reset other things I haven't yet discovered.

Is this supposed to happen, surely not??

funny enough it lets me call and text everyone else but not her we have narrowed it down to her phone which is xperia m ... now she can't call me or anyone else in her contact  list but she can text but doesnt recieve any texts back. we have put her sim into my phone and it won't let me call anyone o.O so its her sim card i guess i don't know ;/

@Patty123: It's sounds like there is a faulty SIM card. 

@vladman: Strange that you get it to work in safe mode but not in normal mode after you have uninstall all apps you have downloaded. There is probably something left in the phone causing this problem. I would suggest that you try to factory reset your phone. Go to settings > backup and reset > factory reset data.
