Restricted access changed

Sometimes when I restart the mobile two notifications appears: 

1. Restricted access changed (voice service is blocked)

2. Restricted access changed (Data service blocked)

But nothing happens. Mobile functions normally.

Perhaps your SIM card its acting up and you need a new SIm card
