Problem with phone after failed update

I have tried to upgrade to ICS this morning, but as my usb cable doesn't connect correctly it failed twice.  Now whenever I turn my phone on, I just get an exclamation mark and a picture of a phone.  Can't do anything with it at all.

What can I do?
