Portable hotspot problem

Hello every one, I have a Xperia C4 (E5306)

when i turn on the portable WI-FI hotspot, the cell phone say "Tethering error" Error occurred during tethering

the same says when i turn on the "USB tethering"  

My cellphone has the last up date.

Please fix it.

Question.. Is your carrier blocking tethering? Not all carriers allow it and some branded phones do have the tethering option but it's disabled if the plan doesn't allow it.
