Phone unlock vs. data unlock

Hi,

I'm confused about phone locking. I just bought an Xperia Mini ST15a on eBay. The seller says it's unlocked. I put an AT&T SIM card in and I can make and receive calls. However, 3G doesn't work. I called AT&T, gave them the IMEI number, and they said the phone's type is "Unknown". They said that means it's locked to a different carrier and I need to contact that carrier (whoever it is - I don't know) and get it unlocked.

Are there two different types of locks, one for calls and another for data? Would it be worth buying an unlock code from the various places on the web? In short, how can I make it so 3G will work?

I'm not sure how the locks and network standard work in the US so I suggest that you contact your local support team for more information.
