A decent smartphone (without Camera) running Android would be a great choice for those people who work at sensitive organisations where camera phones are not allowed. Does Sony has any plans to release a cameraless phone in near future?

There is no information regarding any phones to not contain a camera in the near future. All the Android phones released and announced by Sony Ericsson contain cameras but if you follow the Sony Ericsson Product Blog and The Sony Ericsson Global Press Room you will find out news and information about Sony Ericsson products.
you could remove the camera sensor itself, an example is to get an X10 and follow this steps to open it and remove the camera sensor

unfortunately, phone with the cam removed isn't approved at my workplace. I would need a phone without camera directly released by the Sony.
I got the answer to my question. As per the Android Current CCD notes - Section 7.5 (http://source.android.com/compatibility/2.3/android-2.3.3-cdd.pdf) Camera is mandatory for the device that is running Android OS. I am gonna forget it for now :smileysad:.

i need ur suggestion for a phone without camera. any phones, android, qwerty, touch or anything
price less than 20k

what about buying an Xperia Arc and removing the camera module, it doesn't have front facing camera so that wont be an issue
