Notification bug c1505 xperia E

I use Browser to download some images on site. Notification shows "Download complete", I cannot clear this "Download complete" message from notification bar. I pressed clear but this appears again when I connect to wifi or when I restart the phone.

Settings-apps-all-download manager,force stop and clear data.

clear data temporary resolve problem. It happens again when I download a new file.

I downloaded completely, status bar show "download complete" message. I clear this message but sometimes it appears again, always appears when I restart the phone. I notice this message also appears when memory low, maybe something has been restarted because of low memory.

Really do not know what could be,it should show you only if the memory is low,the message is supposed to dissapear.

when I press clear, I want it disappears permanently.
But if I turn off and turn on the phone(after press clear), it appears again. The phone at this time I turns it on having high free memory.
I want to know other people have c1504/jellybean 4.1.1, they have problem like me or not??
