No ICS for UK O2 customers

Found this on the O2 website:

http://news.o2.co.uk/2012/08/30/android-4-0-will-not-go-live-on-xperia-arc-ray-and-neo/

So Xperia Ray, Arc & Neo Users in the UK with O2 will not be getting the update.  How come it is deemed to be OK for everyone else but not us?

That's up to the network to decide, O2 is not the only network that has done this

Is this also going to affect sim-free owners of the ray? It's just I thought that the main reason the numbers aren't being released quickly is because of the carriers and because sim-free uses all carriers they have to wait to the end of the roll out...right?
