no 4.3 update available?

I just got my new Tablet Z, SGP321 model. It had 4.1 out of the box, and after setting it up, I downloaded and installed 4.2.2 using the Sony update tool. The upgrade went fine, but when I run the update tool again to get 4.3, it just says my tablet is up to date. I also downloaded the Sony PC software, connected the tablet via USB, and ran the update check from the PC software and it says the same thing, my tablet is up to date.

Why is my tablet not finding the 4.3 update, which according to Sony came out last month? Everything else Works fine, just no 4.3 update. I have tried both wi-fi and 4G mobile data connections.

Just like any other update you have to wait for the update to be approved and released in your country

If that's the case, then why did a friend who has the same tablet get it shortly after it was officially released by Sony? He's been running it for several weeks and he got it OTA, using the on-device updater. His is also an SGP321 model.

Ok, I'm going to try PC Companion one more time tonight and then I'll contact Sony. Mine is not a carrier version, it's the normal "generic" LTE version bought without a SIM or contract. I bought the SIM few days after getting the tablet and updating to 4.2.2.
