NFC not working

I have problem using NFC on my z3
I have enabled all of WiFi, Bluetooth and NFC from settings, but can not detect my brothers z1 nor any two RFID tags that my brothers z1 detects without problems are more settings I am missing?

I did the factory mood testing on my Z3 on NFC and got UICC & eSE both failure. Is that the reason NFC not working or its normal ?
