I have taken new Sony Experia E3 Dual. From last 2hours it's not shutting down and same status as 'power off" continously for hours.

Have you tried holding the Power Button and the Volume Up key to force the handset to turn off?
I too experienced similar problem. Here are the steps to overcome that:
1) Remove the back-cover
2) There you find a small hole in the upper region (somewhere around the SIM-CARD slot)
3) Take a pointed device (NON-metal please, for e.g. a tooth-pick) and press inside gently
4) The phone shuts-down
5) Press the ON-OFF button to restart the device
The problem is with the software .. i have done Software repair so many times. .bt still it exist ..
the apps hang also lots of time ...
Sony should better provide an update for E3 users ... This one is pathetic
