Do you have the same operators on both SIM cards?
If that's the case, make sure that you have both a 3G network and a 2G network available, otherwise the network will be occupied when you are connected to the Internet.
Also check that you phone is set on network mode 'WCDMA/GSM'. Go to settings > more > mobile networks > network mode.
