My touchscreen is not working

I am using ICS software for my SK17i My top half of my touch screen is working botto hal of my touchscreen is not working ............ why this issu is coming . i hav already got this type of issue 3 month b4 i gav in the service center they changed the display unit . now again this issue is coming
