why i can't find in the setting languages  like Arab and Hebrew?

i have same issue, and cant change my mobile to arabic, HOW COULD I SOLVE THIS?

if u have Android 4 u can install the app MoreLocaie2 and get your arabic but it is not on the system and if the app will not be on your fhone you will not have it. dom't do any "root" it is not good!!!
