Lower Led Notification doesn't work

The Led notification in the transparent lower bar doesn't work.

How to solve this situation because the upper led by the front camera is to notifiy other apps and the lower one, as I'd read, was to notify to incoming sms and missed calls?

I suggest that you try to run a software reinstall using SUS.
