'Inactive Sim'?

Hello, I am trying to come to the bottom of a problem my Gran is having with her phone.

She is currently in Germany and was trying to send my mum a text but whenever she tries it says inactive sim. She sent to messages successfully back to this country but since then it hasn't worked. But since has not been able to send or recieve text messages or phonecalls.

I would advise she first speaks to her current network provider as if the SIM is inactive this is likely on their end not the phone.
