You meant an Exe file, right?

I don't think Android can open any Windows format file. But perhaps there's a new way to do that now, a new app invention. I don't know. Even though I still doubt it.

If you receive an exe file in your mail it is highly possible it's a virus... Don't open it either on your phone or PC until you're sure it's safe.
