Yes,but there are also 2 versions of dual SIM:dual active and dual standby.Read more and you will see.T2 Ultra is dual standby,which means one SIM is disabled while the other is active:
Automatic allow both SIM cards to be on standby waiting for a call/data connection. When a call/data is established on one SIM card, the other is no longer active. Callers to the other SIM will hear a message that the phone is switched off or they'll be redirected to voicemail if any. Although, starting from 2012, the phones using chipset MediaTek MT6575, can provide the ability to receive a call on both SIM cards even when an active data connection is established on first SIM card, using only one transceiver.

That is because the phone is dual standby,that is why you get network error.

I am referring to the option of 'Dual SIM Reachability' as shown in the attached image. This also does not capture the mobile no automatically for SIM 1 & gives the "Network Required Occured' when I put it manually.
SIM 1 is the one which is used for data.
Does the same happen if you set the second SIM on GSM only?
