how do I restrict background data of an app?

My Z5 Dual (E6683) is running 32.2.A.5.11

I want to restrict background data usage of an app, however I couldn't find a way to access the option in the latest firmware.

I tried finding it from Settings -> Data Usage -> <the-app-i-wanted-to-restrict> but the option is not there, the only button "app settings" is disabled in the page

@Jeffrey04 Settings - apps, look for your app, tap on it and you should find data usage tab. Select and you will find a slider to enable or disable background data.

If you want to do it globally, go to Settings» Data Usage»(Vertical Ellipsis)» Restrict background data

The "Restrict app background data" option is not there anymore, I remember it was there before the update. I even did a repair after starting this thread, but the option is still gone.

OK, I took out the disabled secondary SIM (plugged a foreign card in when I was traveling few weeks ago), and the option is back after the mandatory restart. So the option is not shown whenever a secondary sim is inserted (disabled or otherwise).

So is this a bug, or a feature?
