I've tried and I can't do it - The only thing I've found the external SD card useful for is storing music, photos and images on etc - I am rooted and even that doesn't work,

What I have noticed is because I am rooted and as such can transfer apps to SD but all it seems to do is transfer files from one partition to another on the built in memory

Some of the apps you have downloaded can't be transferred to SD card, its because when you transfer them to SD Card then you might face app crashing, so its permission has been disabled.

And rooting helps you to add apps or remove them, change permissions of apps on the phone, It won't help installing apps directly to SD card

or

partition your SD card so you can use it as internal storage and stay away from taskillers, antivirus and battery apps as they create a lot of issues and drain your battery, issues such as network and wifi connectivity issues, crashing apps, etc.

As an add-on to your question:
I do not mind the apps being stored in the internal memory,
but when I download files via an app, eg a TED talk via the TED app -
is there anyway I can make the file sit in the external SD card, while the app may wholly remain in the internal memory/ internal SD.
Thanks in advance.

Install most frequently used apps in Phone memory. Move others to Internal Storage through System settings.

Use internal storage for apps only and install data of huge games to external SD card. Simplest way possible.

Also clean cache regularly.

That's exactly correct. The external SD card is 'supposed' to used for just those items. Without rooting the Tipo, & this will void your warrenty, you can't export from internal SD to external SD. However, just incase Sony to come up with a solution, which I doubt, keep checking back to this site. I have posed a question to Sony, on this topic, a simple yes or no. But as a I write to you, there has been not answer.

I'm not picking a fight here, but if you root your Tipo you will be able to move app's from internal to external SD card, as there is an third party app, even app's, that have been written to perform that task.  But, I advise against it, as if the rooting goes wrong & you are left with a lump of shiny useless plastic, you have voided your warranty by rooting your Tipo. If you search this site you can find the means both to root your Tipo, & then move your app's to the external SD card.
