Is it ok with the open headset port while putting in water?
and why isn't 4.3 update availabe here in Maldives?

NO!!!!!! all covers must be firmly closed 

as for the 4.3 update you have 2 options

1) wait 

or 

2) manually update your phone

Well.... ASSUMING your phone is an Xperia Z1, you can submerge your phone under water with the open headset port cos it comes originally open without a flap. BUT ensure all other ports are firmly closed.

If you have a flap for your headset port like the previous models (Z,V) you need to close them.

Indeed, I was thinking on the Xperia Z not Z1, but yeah as long as its a Z1 it should be fine
