Google Play Store error: "Connection Timed Out - Retry" Xperia E1

Hi

I have an Xperia E1 D2005, running kit-kat 4.4.2,   20.1.A.2.19 version, and few days ago I have encountered a strange issue, whenever I try to access Google Play Store app using 3G, it display a waiting sign until the connection timed out errors occurs. However if I use WIFI connection it will connect normally, and other Google services like youtube hangouts) worked fine.
I have trying severals methods to fix it:
- Check the date and time.
- Clear cache and data for Play Store Google Play Services Google Framework).
- Change or relogin Google acount.
- Uninstall Goggle Play Store update.
- Check my APN parametre (proxy/port, not set).
I tried even to repair my phone with sony PC companion, but the problem persists. 

I only half-solved the problem by using a VPN app (SuperVPN) that allows me to connect normally to the play store

So any ideas how to fix this  problem?

Thanks for the suggestion @uliwooly , I already tried this solution ,cheked my APN setting Proxy/Port . I even deleted the access point name and created a new one manually with my provider setting, but the problem persists.

Are you using data or wifi?

I use Data, with WIFI there's no problem.

What if you try with a different SIM card?

Well I just tried another SIM card, same provider, still facing the same problem.

If it works fine with WiFi but not with data it might be an issue with your carrier/network, you should contact them. You could also test a SIM card different from a different provider.
