Flashing a custom ROM Xperia Neo V?

Well first of all, I'd like to know if unlocking the bootloader is necessary to proceed with it. And if yes, please post a link to a tutorial for that, also a method to relock it.

And the major question, how do you install a custom ROM? My friend has a LG cell phone, and he installs Custom ROMs though he has a locked bootloader.

there are multiple options but the best is by unlocking the bootloader, now, by doing so your DRM keys will be gone forever, no you can NOT restore them

I actually don't really have a clue how this works since I haven't tried it out. Think there's a bunch of user's who are more common with it and knows how it works though.

It depends on the rom .

There are many Custom roms based on the stock kernel that doesn't require bootloader to be unlocked
