Exclamation Mark : No data connection. Data roaming is not enabled

why does my z1 keep popping up with an exclamation mark warning me there is no data connection as data roaming is not active? i'm not exactly out of the country and no it's not active as it's switched off??

Please check with your network regarding this. Some networks do have complete coverage available through their own systems and as such make roaming agreements with other networks. This would then require you to have data roaming active to make use of a data connection in some areas.

Why would we have to use data roaming? for me, it costs $15 / MB and i would pay a lot of money just in seconds. tell me how to remove it for rooted devices!
