Hi, i was having the same problem and i was able to solve it. go on control panel > system and security > windows firewall. on the left you will see an option called "allow an app or feature through windows firewall", press that. you will see a list, scroll down until you see "wireless portable devices". on there you wanna check both "private" and "public" options. and you are good to go. So for any type of wi-fi connection you are having you will be able to use wireless portable devices features.
I sugest unpair the phone after this, pair it again and after that you shouldnt have problems.
