Email set up without using wireless

How do I set up my phone to send and receive email without using WIFI?  Right now it only works when I'm connected to wireless.

open the email app and make sure that it sync not just with wifi but with your data plan

I am not a sophisticated user.  Is that something I need to call my network provider to walk me through?  Or do I go into settings to do that?
