Why does the screen keep flashing when charging my phone in the powered off state?

USB lead through wall socket, not through pc or similar...

Is the phone turned off or just the screen?

The whole phone is powered down, the charger unit is a Samsung phone charger but u wouldn't have thought that would make a difference
