not sure if such option exists on android 1.6

press menu(button bottom left 4 squares)-settings-wireless-wireless settings-menu(button bottom left 4 squares)-little pop up screen choose ADVANCED and bobs your uncle, now you can set up a static ip gateway netmask ip and DNS 1+2....
