My Xperia Z's clock is always stuck when the phone's display goes off (sleep mode CMIIW), and it has made me late for several days lately.. All these people suffer the same issue https://code.google.com/p/android/issues/detail?id=9974.. I don't know whether it happens to all android devices or just mine, but I read somewhere that it is a hardware issue.. I would like to replace this with a new one if possible..
first of all lets just put something to rest - when the "screen" goes off it's data is frozen and when it comes back on seconds minutes hours later will for a very short time display the time (image) that was there before it went dark - people with pin or other security will not notice this - so the clock continues to hold the time even though it looks like it has stopped when the screen wakens
Ok so to your problem - I have a few questions
does the alarm ever work
is the time ok once the phone fully wakens
is the time and date completely reset as though you just turned the phone on for the first time
do you have any apps running that manage the clock or any utilities that could interfere with normal running of the OS - task killers memory cpu battery managers etc or antivirus - remove them
have you got the automatic time sync enabled with your network - (if so turn it off)
do you have the correct location settings for your home country (check and see)
get back with the above details please and we'll see were we're at
Hi yep I experienced what you described as "frozen". And on my lock screen, the clock is updated but the smaller clock on the top right hand corner of the screen is stuck, which I believe caused my alarm to fail.

Yes, when I keep the screen from going off and set the alarm within 1 minute, the alarm goes off.. Even if for example I set alarm at 6am and I turned the screen on (unlock) on 630am, the alarm still went off after the small RHS top corner of the screen clock updates..

yep the time's ok, it updates in 2-3 seconds, after the screen is on

yep correct location
ok you said - I've tried turning it off - keep it off
so my observation is that your phone is keeping time normally
what about live wallpapers etc
IMO you have done something to cause this - it has not been reported here before and unless you have a phone with a very very unusual hardware fault that I don't quite understand then this is being caused by an app - not putting blame on you
but just something that you are unaware of
So here is what to do
Back up your data and do an update repair of your phone which will effectively wipe it clean - Use SUS or PCC
Do not install any apps or restore your data until you have tested the phone completely
then we'll take it from there
