Clock display on standby mode

anyone know how to get a clock to be displayed when phone is in sleep/standby mode.

there appears to be no option on the phone and i have searched endlessly for 3rd party apps.

why is this not a feature on the phone, nearly all other phones have this built in.

There are no Android based handsets I am aware of that do this. This would be for power saving purposes as to have this displayed there would involve the whole display essentially being active.
