cannot make calls - get message "not registered on network"

I am unable to make any calls, either by using my contact list or simply by dialing a number. I get the message "not registered on network".

You normally get that message if your sim has been blocked ie: Not paying a bill or your phone is locked to a network and you are trying to use another networks sim card
