Can't disable agps

Firmware: 33.2.A.2.93/R3A
Even when I set localization mode to 'device only' phone using agps - so I am charged for cellular data.
Note that scanning settings both are OFF

Secondly: when I switch localization off and then on mode resets to best accuracy instead of remembering last value

Could you test it in >>> safe mode

Same problem in safe mode.

GPS mode: only device, both options in scanning are off and agps still works and I am charged for data transfer.

How do you know that you are charged data bc of GPS and not a different app?

When I am connected to WiFi and turn on for example speedtest app which using localization I see appearing localization icon and a second later arrow up/down on GSM signal icon.
I am checking then my carrier app and I have connection and lost like 50-100kb.
Same with any other app that are using GPS.

Again: mode of gps was set to 'device only' so no agps should be used. Scanning options are off as well.

if you send or receive MMS that will count as data, but what if you go to settings > data usage > check before and after

When I send MMS then I am charged for MMS only.
Yes, it's using data transfer.

Anyways comparing MMS to agps is not the point.
I have option in settings that not working correctly.
Seems agps is permanently on.

Then use a different setting, there's 3 to choose from battery save mode is just as accurate nowadays and doesn't use any data as I use this setting myself.

Then set up n needs changing, is the background data for each app turned off individually if not this is why it's still using data. I have a limited amount of data each month myself on a contract I can assure you that if you use it on battery saver mode with the background data for each app turned off individually the device won't use any data at all I unless you tell it to and my location settings are on 24/7
