can ok google open your phone even when your screen is off?

Can it be unlocked even when the screen is off via "ok google"? I noticed that it can only be unlocked when the phone screen turned off when it os only charging, bit when i unplugged the charger, it cant be opened when you say ok google

That's correct the phone has to be charging for Ok google to work with the screen off.
