Can I change the default camera settings for the camera button?

One of the reasons I changed to the Sony, was the dedicated camera button and a decent camera.

But... how can I change the default camera settings used when shooting with the camera button (startup default) and the phone is locked (can't change settings, only take photos?

You can change the quick launch settings to launch only,launch and shoot or launch and record.The photos will be taken in superior auto by default and I do not think that can be changed.
