Does anybody know if and how you can block/bar certain incoming numbers?

You cannot by default,you need a 3rd party app for that.

Hi and welcome to the community! Since you're new please be sure that you have checked out our Discussion guidelines.

You can actually block contacts from calling you so what you can do is to save this number as a contact and while creating/editing the contact, tap menu (3 dots) and select the option to direct to voice mail.
