Battery glitch issues!

My phone was at charge and i rebooted it. The battery was then at 30-35%. I turned then directly on my phone afterwards and now the battery is at 54% suddenly. Is it a glitch or

Force restart(power button+vol up until the phone vibrates).Charge until 100% full charged.Your battery level is never 100% accurate.
