Background Data Restricted not working

Background Data Restricted is not working in the new xperia c4 5.1 update

settings > data usage > select an app > restrict background usage?

Yes and still apps are using data in background

Which apps? also, are you using WiFi at all?

All apps fb, whatsapp, yahoo mail, Gmail etc... Yes I use WiFi but when I switch from WiFi to 3g then I expect background Data Restriction but it doesn't work.

There might be another app creating this problem, are you sure that the background data its not when WiFi its on?
