Is it normal that the phone use 9.42 GB of the memory for the android system?

Are you sure it's just the android system and not media and apps included in that figure

Yes I'm sure. If you look in the phone memory you can see the total space, 32GB, and Android system, 9.42 GB

They reserved quite a lot of space for the system and the system restore partition. Maybe to stay better prepared for Marshmallow and not have to eat into user space like they have before. It's just a guess.

They do state that the system uses about 10GB of storage, so it's normal.

My Android system uses 9.43 GB. I assume this is normal.
